Vimlaunch is a Windows application launcher for Vim, allowing the style of use where you have one Vim window per file, and where you want to always come back to that window if you try to open the same file again.
No installation necessary, but it does write a log file into the same directory where it's placed, so it cannot be run from a CD-ROM or DVD-ROM (since those are read only). Copying it to your desktop works fine.
You can also make this the default launcher for e.g. .txt files so double-clicking on a file instantly opens that file using vimlaunch. In Windows 7, just right-click on a .txt file and pick "Open With..." then "Choose Default Program..." and you will see a window allowing you to pick a program to be the default open action for .txt files (works similarly for other file extensions).
CAVEAT: If you open a file within vim, like using :e myfile.txt, this launcher will not be aware of that, and you'd then fall back to the default vim behavior warning you of an existing swap file and danger editing the file (but no help getting to a vimlaunch window where the file is open).
